Fantasy Impact:
Penny will reunite with head coach Dave Canales from their days with the Seahawks. The deal is expected to become official after rookie minicamp. Penny played in just three games in his one season with the Eagles. He'll look to earn a role in the Panthers backfield alongside Chuba Hubbard, Miles Sanders and rookie Jonathan Brooks.
